Yemen declares state of emergency in southern city

SANAA: Yemeni army engineers have entered a northern Shiite rebel stronghold to clear mines after insurgents quit the city of Saada as part of a cease-fire deal to end a protracted war.
But tension flared in another corner of Yemen where authorities declared a state of emergency in a southern provincial capital to guard against attacks by separatists.
Yemen struck a truce on Feb. 11 with rebels who have been fighting the state since 2004 over religious, economic and social grievances in the mountainous north.
The two-week-old northern truce has largely held, while a conflict with southern separatists has simmered.
Northern rebels left their Saada stronghold, some 240 km north of the capital Sanaa, on Thursday on condition they were masked, their routes unblocked and that they were not followed by security.
"After the evacuation, special military engineering teams moved to survey the city and a number of roads and buildings to remove any mines laid by the rebels," the Defense Ministry said on Saturday in its online newspaper.
The engineers were also removing unexploded ordnance.
A number of displaced residents of the city had also begun to return to inspect their houses in Saada, the paper said. The conflict in north Yemen has displaced 250,000 people.
Yemen has shot to the forefront of Western security concerns after the Yemeni arm of Al-Qaeda claimed responsibility for a failed attempt to bomb a US-bound plane in December.
In south Yemen on Saturday, authorities declared a state of emergency in the provincial capital of Dalea, citing the possibility of separatist violence two days after a policeman was shot dead in an ambush in a nearby province.
The policeman's death on Thursday brought to four the number of people killed in attacks on southern security men in a week as authorities also mounted arrest sweeps targeting separatists.
A government official said the state of emergency in Dalea was to guard against separatist violence.
Residents of the city had said a demonstration had been planned for Saturday to protest against recent arrests and to send a message to a donors meeting in Saudi Arabia to remind them that the southern conflict had not been resolved.
People in south Yemen, home to most Yemeni oil facilities, complain that northerners have abused a 1990 agreement uniting the country to grab resources and discriminate against them.
Government officials said that a curfew would be imposed in Dalea from dusk, protests were banned, and roads to and from the city were closed. A witness said many Dalea phone lines appeared to be out of order on Saturday.
Tension has flared in recent weeks in the south after a separatist protester was killed on Feb. 13 when police opened fire at a demonstration. Six others were wounded.
Police later clashed with demonstrators who came to claim the protester's body, igniting a week of unrest in which separatists burned northern-owned shops and tried to block a road linking Lahj province to the main southern city of Aden.
Security officials have since launched sweeps that netted at least 130 arrests in four southern provinces including Dalea.

اليمن يعلن حالة الطوارئ في مدينة جنوبية

مهندسو الجيش اليمني دخلوا معقل المتمردين الشيعية في الشمال لازالة الالغام بعد انسحاب المسلحين من مدينة صعدة كجزء من اتفاق لوقف اطلاق النار لانهاء الحرب التي طال أمدها.

ولكن التوترات اشتعلت في ركن آخر من اليمن ، حيث أعلنت السلطات حالة الطوارئ في العاصمة الاقليمية الجنوبية تحسبا لوقوع هجمات من قبل الانفصاليين.

و كان اليمن قد عقد هدنة يوم 11 فبراير مع المتمردين الذين يخوضون حربا ضد الدولة منذ عام 2004 ضد المظالم الدينية والاقتصادية والاجتماعية في منطقة الشمال الجبلية. و لمدة اسبوعين صمدت الهدنة الى حد بعيد ، في حين شهد الصراع مع الانفصاليين في الجنوب تصاعدا ملحوظا.

و غادر المتمردون معقلهم في شمال صعدة ، على بعد نحو 240 كيلومترا الى الشمال من العاصمة صنعاء ، يوم الخميس شريطة أنهم يكونوا ملثمين ، و الطرق مفتوحة و أن لا يتم تتبعهم من قبل قوات الأمن.

بعد الإخلاء ، قامت فرق الهندسة العسكرية الخاصة بدخول المدينة و فحص عدد من الطرق والمباني لإزالة أي ألغام زرعها المتمردون" ، قالت وزارة الدفاع يوم السبت في صحيفة على الانترنت. كما قام المهندسون أيضا بإزالة الذخائر غير المنفجرة.

اليمن قد أصبح على واجهة الاهتمامات الأمنية الغربية بعد إعلان الفرع اليمني لتنظيم القاعدة مسؤوليته عن محاولة فاشلة لتفجير الطائرة المتجهة الى الولايات المتحدة في ديسمبر كانون الاول.

في جنوب اليمن يوم السبت الماضي ، السلطات اليمنية أعلنت حالة الطوارئ في عاصمة مقاطعة جنوبية يوم السبت ، مشيرة الى احتمال وقوع هجمات لانفصاليين بعد يومين من قتل شرطي بالرصاص في كمين نصب له في اقليم مجاور.
و بوفاة الشرطي يوم الخميس يرتفع الى اربعة عدد الاشخاص الذين قتلوا في هجمات على رجال الأمن في الجنوب في الاسبوع الماضي. كما شنت السلطات أيضا حملات اعتقال تستهدف الانفصاليين.

وقال مسؤول حكومي ان حالة الطوارئ في الضالع كانت لدرء العنف الانفصالي.

وقال سكان المدينة بأن مظاهرة كانت مقررة السبت للاحتجاج على الاعتقالات التي تمت مؤخرا ، وإلى إرسال رسالة إلى اجتماع للمانحين في المملكة العربية السعودية لتذكيرهم بأن الصراع في الجنوب لم يحل.

الناس في جنوب اليمن ، موطنا لمعظم مرافق النفط اليمني ، يشكون من ان الشماليين قد تعدوا على اتفاق عام 1990 بتوحيد البلاد للاستيلاء على مواردهم والتمييز ضدهم.

وقال مسؤولون حكوميون ان حظر التجول سيفرض في Dalea من الغسق ، وكانت الاحتجاجات المحظورة ، والطرق من والى المدينة كانت مغلقة. وقال شاهد ان العديد من خطوط الهاتف Dalea على ما يبدو خارج الترتيب يوم السبت.


وتصاعدت حدة التوتر في الاسابيع الاخيرة في الجنوب بعد مقتل متظاهر انفصالي يوم 13 فبراير عندما فتحت الشرطة النار على مظاهرة اصيب فيها أيضا ستة اخرون.

في وقت لاحق اشتبكت الشرطة مع المتظاهرين الذين جاؤوا للمطالبة بجثمان المتظاهر، وإشعال اسبوع من الاضطرابات قام خلالها الانفصاليون بحرق متاجر يملكها الشماليون وحاولوا سد الطريق الذي يربط بين محافظة لحج و المدينة الجنوبية الرئيسية عدن.

وقال مسؤولون أمنيون, ومنذ ذلك الحين شنت مداهمات كانت حصيلتها اعتقال 130 شخصا على الاقل في أربع محافظات في الجنوب بما في ذلك الضالع.
